Competency Development Coordinator 
Location: Abu Dhabi, UAE

Basic Function:

Performs the corporate consulting role on competencies for Company.  Plans, initiates, coordinates and monitors all issues related to staff development.  Advises on policies, procedures and programs related to career development. Participates in T&CD activities in order to achieve strategic corporate emiratization objectives. Develops Competency-Based Training Programs for UAE nationals and determines Competency Program Implementation Methods. 
Devises and evaluates the most effective training means available to meet the  Implementation of the Competency-Based Programs. Represents Company in meetings organized by Company & the OPCO’S for matters related to UAE National Developees and employees using the Competency-Based Systems.
Participates in the Development and Implementation of the Training & Career Department policies and procedures. Initiates and recommends modification, as required, to ensure attainment of the company’s T&CD objectives, Advises Management on the setting of the T&CD objectives. 
Initiates, develops and tracks Competency-Based individual development programs for UAE national employees using Company Corporate Competency System. Determines competency programs implementation methods and schedules in coordination with Management of concerned divisions. 
Initiates, develops and tracks Competency Assurance Programs for the UAE national employees in accordance with Company’s Competency Assurance Management System (CAMS). 
Develops a system of verification of assessment for the CAMS in accordance with Company’s policies and procedures. Applies company progression policy on employees in accordance with Company’s policies and procedures in all Divisions of Company. 
Conducts interviews with UAE National developees and prepares individual assessment reports for Management, upon request. Reports include comprehensive information such as employee’s background, achievements, experience; assesses employee’s abilities, attitudes and interests (using industry standard T&CD assessment technique). Submits integrated findings to divisions concerned. Advises and counsels newly employed UAE Nationals to ensure thorough awareness and understanding of company objectives. 
Edits and supervises the preparation and production of various reference materials related to T&CD. Maintains a thorough understanding of the application and limitations of instructional technologies, and an in-depth awareness of T&CD trends.
Reviews and analyzes developee progress reports to development plan requirements, provides periodic feedback and recommends remedial action and/o plan modification, if required.
Participates, in conjunction with Manpower Planning Section in developing succession plans required to attract and retain UAE National graduates. Develops and delivers Orientation Programs which cover all activities of Company, Company & OPCO’s.
Develops and implements Company’s Competency Programs Policies and procedures. Initiates and recommends modification, as required to ensure attainment of Company Competency Programs objectives.
Initiates and prepares, in coordination with concerned line management, a specific career development plan to ensure systematic attainment of the developee’s target job. Includes Competency Programs based on job responsibilities/duties. Coordinates training plans, including English Language Training.
Participates in and presents to, various meetings organized by Company, Company, other group companies to discuss issues related to the Companies’ Competency Based Training activities.
Participates in training related advisory and coordination committees meetings within Company and Group of Companies.
Provides technical advice and assistance to the various Divisions in the design and implementation of on-the-job training programs; analyses the results and recommends adjustments accordingly.
Performs other related duties, such as assisting in the preparation of the annual T&CD budget, as needed.

Minimum Requirements:

B.Sc. in an engineering discipline is a MUST, and preferably a Diploma in HRD or equivalent .
9 years experience in oil and gas industry, preferably in field operations, including at least 3 years of experience in competency based training activities.
Excellent interpersonal communication skills, both written and oral, well developed facilitation skills.
Able to work alone with minimal supervision and as a corporate team member.
Computer literate.
Excellent presentation skills.
