Marine & Logistics Manager
Location: Abu Dhabi, UAE
Basic Function:
• Plans, directs and control the provision of Transportation (Aviation & Marine) services to Company operations sites, other offshore operating companies, contracted service company's personnel and other group companies.
• Designs and implements a strategy to enhance, optimize and improve the service standards up to the user's satisfactory level while ensuring to minimize the operating costs.
• Ensures full and economic utilization of available services of fixed wing aircrafts, helicopters, Helicopter Emergency Medical Services (HEMS) and Marine crew vessels to meet the company's objectives and ensures contractors compliance with the company's professional, technical and safety requirements and ensure compliance with General Civil Aviation Authority regulations.
Work Performed:
• Plans, directs & control the activities of assigned personnel in the Transportation unit. Performs supervisory duties and exercises financial authority at the level established by Manager for the position.
• Co-ordinates in conjunction with other division / Department T/Ls and the company’s management the development of aviation and Marine policies and over all objectives to cover the services of transporting of personnel and equipment to all offshore locations for company operations.
• Ensures detailed procedures are prepared by subordinates to cover timely and effective provision of requirements. Reviews and discusses improvements to such procedures. Initiates development and oversees proper implementation of systems to improve efficiency of department's activities.
• Ensures that all Company Helicopters, Fixed wing aircrafts, Marine crew vessels and Helicopter Emergency Medical Services (HEMS) tenders are technically and operationally sound and meet the company guidelines and standards.
• Gives commercial and technical evaluations and provides recommendations concerning the interpretation of related company policies and guidelines and supervises the compilation of technical reports for Tender boards. Ensures that company guidelines for same are adhered to by subordinates and contractors at all times.
• Develops the overall service contracting strategy for the Transportation department to meet the requirements of the Production, Projects, New Fields and drilling, other business units and other OPCOs. Directs the ongoing administration of Helicopters, Fixed wing aircrafts, Marine crew vessels and Helicopter Emergency Medical Services (HEMS) contracts and approves related invoices.
• Performs general administrative activities related to the department budget, includes consolidating and presenting the budget variances. Maintains full awareness of the department on an on-going basis and performs the necessary analysis of the services industry benchmarks and the corporate KPI’s.
• Manages the provision, control and optimization of different logistical services and 3rd parties including: helicopter, and fixed wing planes to meet the travel/transport requirements.
• Manages the provision, control and optimization of Marine crew vessels in Company to transport passengers from & to all Marine terminals (Free Port, Das Island Harbour, Zirku Island, SARB Islands, Um Lulu field, NASR Field).
• Manages the provision, control and optimization of the Helicopter Emergency Medical Services (HEMS) on behalf of all group companies (Onshore and Offshore) (Total of 14 OPCOs).
• Plans and participates on the ongoing training and development of assigned UAE national employees in the Transportation Team. This includes assigning employees' training and development needs, directing the preparation of structured development/ familiarization programs, monitoring and reporting on progress and counseling employees as required.
• Ensures that the company's health, safety and environment policy, procedures, regulations and objectives as they relate to his area of responsibility are effectively implemented in his domain. Ensures by appropriate monitoring and review, the work under his control is performed in a safe and environmentally sound manner. Ensures effective accident investigation and follow-up.
• Ensures full compliance with International and local guidelines, procedures and standards (Such as: GCAA, CAP437, OGP, ICAO, IMO, and SIMO). Manages the operations conducted at Das Island Airport (Air Traffic Control (ATC), Passengers handling, flight scheduling and booking) and ensure compliance with GCAA and HSEQA regulations.
• Responsible for the management of meeting GCAA airport licensing requirement for Das Island Airport. Responsible of the safe operations of the airport, the traffic flow of passengers and aircrafts in the aerodrome and implementation of the safety management system and manage the aerodrome business plan / program.
• Responsible for the provision of the aviation safety and quality assurance management system. Responsible for Aviation procedures and standards, Shareholders Audits, HSE audits, scope of work preparation and technical evaluation for contracts (Aviation and Marine).
• Guides, directs and supervises subordinates to ensure they work to their best potential and contribute effectively as a team. Works in line with HSE Policy, and ensure awareness and compliance of HSE rules and regulations by subordinates.
Minimum Requirements:
• Bachelor Degree in Aviation / Marine / Logistics Management or equivalent.
• 15 years’ experience in Logistics / Transportation / Aviation Management with at least 5 years in Senior Position.
• Proficient in English.
