Work Performed:

Receive visitors to Company at the Office Tower, Y-Block, Y-Block Link, the Temporary Offices, Amenities, Medical Centre Reception desks or any other Company’s Offices based in Abu Dhabi Town, as instructed by Company's Representative and answer their enquiries relating to availability of Company's personnel to be visited. 
Contact appropriate members of Company's personnel to inform them of the visitors and, as appropriate, direct visitors to the offices concerned. 
Issue temporary passes to visitors and issue temporary Identity Cards (ID) to Company's personnel in case of loss of original ID. 
Receive all incoming mail delivered by hand from outside parties and forward them to Company's General Office. Forward invoices from Company's Suppliers and Contractors direct to Company's Finance & Control Division after signing for them on behalf of Company. 
Maintain an electronic register of visitors to Company offices. 
Answer inquiries from visitors about Company telephone numbers and location of offices of Company personnel, and arrange appointments as requested. 
Register all incoming tenders addressed to Chairman Tenders Board, Purchase Evaluation Committee, and place them in the respective Tenders Box in the reception area. 
Contact Company’s personnel for removal of their parked cars from unauthorized areas, as and when required.
Log and maintain Company’s inquiries, purchase orders, variation orders, duty exemption documents and ensure delivery to suppliers. 
Perform other related duties as required. 
Inform all visitors about emergency exit doors, as per the evacuation plan. 
Contractor’s personnel shall, during working hours, wear the uniforms supplied by Contractor and approved by Company. 

The receptionist assigned for ERD/HRD shall perform the following duties:

Welcomes customers approaching the Department and guides them to relevant officer. 
Arranges new appointments for customers. 
Logs inquiries in an electronic format. 
Depending on the workload to carry out the above primary functions, ERD/HRD receptionist may be required to perform related basic office activities including: filing and typing of documents.

Projects Development Section Head
Location: Ruwais, UAE

Basic Function:

Supervises the development of contracts for consultancy services and construction work involving minor projects from inception to awards stage.
Pre-qualifies bidders, technically evaluates bids, establishes scope of contracts, estimates costs, develops design, details, drawings and specifications, and assesses and approves variations claims.
Ensures cost-effective delivery of assigned new system installations in the existing plant facilities.

Work Performed:

Supervision of Engineering Development Section:

Plans, directs and supervises the activities of assigned personnel and contractors, including allocating work and determining priorities.
Performs supervisory functions and exercises financial authority at Section Head level as established by the Delegation of Authority Manual.
Ensures KPI targets and results are communicated to the Engineering Development (ED) Section staff effectively.

Supervision of Projects:

Supervises and reviews the engineering design associated with all plant changes and modifications including software analysis, drawings, documents, data sheet preparation and issuance of construction packages.
Supervises the engineering review of issues as they arise within units and plants, such as pipeline vibrations and failures.
Oversees the development of minor projects initiated by other departments or by senior management including budget planning, opportunity and risk analyses and scheduling activities.
Monitors the development of design details, specifications, cost-estimates, tender documents and evaluates bidders and technical bids.
Reviews projects’ scope and documentation, develops implementation strategies, follows-up implementation and ensures that all commitments in terms of schedules, budget, performance, guarantee and quality are attained throughout.
Implements project and engineering guidelines and procedures, petroleum architecture principles and practices.
Evaluates the commercial and technical feasibility of projects against the scope of requirements put forward by user departments. Includes current trends and technological advancements in project scope development.
Manages the document submission and endorsement in Work Service Orders and acts as secretary to the Contracts Committee.
Supervises engineering document review associated with consultancy services during project execution.
Supervises the documentation processing for the Management of Change (MOC) Procedure as per HSE-CP-29 for the entire Ruwais Refinery.
Ensures there is interdisciplinary and departmental coordination while projects and plant changes are planned and executed.

Managing Compliance Requirements:

Identifies, prepares and checks the required list of documents for project submissions. Prepares and follows up correspondence with authorities and related departments.
Coordinates with government authorities for clarification, justification and approval by statutory authorities.
Determines which permits, licenses, approvals, standards, guidelines, ordinances, rules, and regulations need to be obtained for a particular project to move forward and coordinates the approval process with the multi-disciplinary project team, boards and commissions, and governmental entities.

Financial Management:

Prepares the annual budget for the ED Section and presents to the Integrity and Engineering Manager for approval.
Provides accurate and timely costs and cash flow forecasting for each ED Section project contract.
Monitors and updates actual project costs, risks, billings, invoicing, provisions, and project reports against forecasted budgets.
Supervises and coordinates the Capital Budget preparation for the entire Ruwais Refinery.

Reporting of Operations:

Leads and coordinates development studies, internally and outsourced, to provide management with recommendations for decision making on projects including technical, planning, cost and risk information.
Reviews development reports or proposals submitted by ED Section staff and prepares weekly/monthly reports for the Integrity and Engineering Department Manager.
Maintains a data bank of vendors, contractors, costs and prices.

Health Safety Environment and Fire Procedures:

Knows the Company’s Health, Safety, Environment and Fire policy, procedures, regulations and objectives as they relate to his areas of responsibility; ensures that they are effectively implemented by subordinates.
Ensures HSEF and quality standards are included in project scope and design, including necessary studies such as HAZOP, HAZID, SIL, WHAT-IF.

Staff Training and Development:

Trains and mentors ED Section Developees, in accordance with the company’s Emiratisation policy.
Liaises with the Training and Career Development Department to develop and deliver required development programmes to train, motivate and retain employees.

Miscellaneous:

Performs other similar or related activities as assigned by direct supervisor.

Minimum Requirements:

B.Sc. in Mechanical Engineering.
Minimum 10 years work experience in project design and construction in the Oil and Gas Industry.
Experience working on Refinery Project.
Knowledge of project management systems in the Oil and Gas industry.
An understanding of commercial terms and HSEF requirements.
Excellent planning, leadership and management skills.
Knowledge of the standards and codes used by UAE local authorities.
Knowledge of industry recommended practice, design methods, calculation procedures and QA/QC requirements with respect to development and checking of engineering procedures, incorporation of agreed changes and document control.
An understanding of multi-discipline engineering design and field development.

Minimum Requirements:

B.Sc. in Mechanical Engineering.

Work Performed:

Mechanical Project Design:

Undertakes mechanical engineering design associated with plant changes and modifications including software analysis, drawings, documents, data sheet preparation and issuance of control implementation packages, including Scope of Work, Bill of Quantities and project cost estimates.
Identifies, prepares and checks the required list of documents for mechanical project submissions.
Arranges for consultancy studies for mechanical related minor projects.
Reviews the designs and drawings submitted by consultants and recommends alterations to the Senior Project Engineer.
Reviews and designs the mechanical component of minor projects initiated by other departments, the Senior Project Engineer or by the Engineering Development Section Head.
Liaises with the Operations, Maintenance and HSE Departments for interdisciplinary coordination of modifications and new projects.
Evaluates the commercial and technical feasibility of projects against the scope of requirements put forward by user departments, with inter disciplinary coordination.
Produces mechanical design details, specifications, cost-estimates, tender documents and evaluates technical bids.
Prepares and lets tender documents or dispatches to the Procurement and Contracts Division, with contract requests, ensuring the completeness of the project’s Scope of Work, Bill of Quantities and technical documents.
Coordinates with the Procurement and Contracts Division on tender processing until contract award, including tender bulletins, coordination of pre-bid site visit by bidders, technical clarifications, WSO/CC, Project Steering Committee presentations, compilation of Agreement documents for final endorsements.
Prepares and arranges the enquiry documents and compiles award documents.
Prepares purchase requisitions for mechanical/piping related items and technical bid evaluations, including coordination of purchase order award and item delivery at Warehouse, with Procurement and Contracts Division.
Assists the Development Engineers and Project Control and Electrical Engineers with the mechanical dimension of their respective minor projects.
Ensures the availability of stock and direct charge materials in liaison with Warehouse personnel, including checking received materials, making reservations and issuing to contractors/ in-house personnel.
Reviews and comments on Contract Trend Requests and Deviation Requests for major projects when directed by the Senior Projects Engineer.
Coordinates with the Projects Execution Section personnel to address contractual and technical issues when advised by the Senior Project Engineer.

Mechanical Engineering Contract Management:

Reviews mechanical contractors’ proposals, variation orders and claims and coordinates with the Engineering Development Section to confirm design intent.
Coordinates specialist contractor support and arranges specialist services.
Coordinates heavy lifts and rigging requirements.
Coordinates with contractors to submit QA/QC and HSE reports, as per the project approved quality and HSE plans and inspection test plans.
Coordinates third party inspection agency services for the project, and reviews their scope.
Reviews contractors’ mechanical work methodology, sequence and plans, including Task Risk Assessments (TRAs) and ensures supervision of contractor activities.
Coordinates critical work permits from management for contractor site activities such as night works, radiography, road closures and heavy rigging.
Ensures timely responses to clarifications on design and specifications sought by the contractor.
Reviews and files project close out reports and asset registers and undertakes completion commissioning and hand over.
Prepares and maintains project specific contractor performance evaluations.
Coordinates the preparation of Spare Parts Interchange Ability Record (SPIR) documents by contractors and coordinates all other spare part requirements of the contractor.
Provides interdisciplinary coordination during the project execution phase, with Discipline Engineers within the Section and also from other departments.

Monitoring of Contractors:

Ensures there is monitoring of progress and quality control during execution of contracts and that contractors are performing to the agreed programme and budget.
Carries out audits on contractors in accordance with the Partnering Evaluation Programme (PEP).
Reports to the Projects Execution Section Head on all construction works and forecast completions.
Provides regular progress versus programme reports to the Projects Execution Section Head.

Construction Mechanical Engineering Budget and Cost Control:

Assists in the preparation of the monthly/annual budget for Construction Mechanical Engineering works as part of the Projects Execution Section budget.
Controls Construction Mechanical Engineering costs in accordance with the budget.

Reports:

Assists the Projects Execution Section Head in preparing a comprehensive monthly and annual Management Information System report covering all the major activities of the mechanical component of the Section, including an expenditure profile.

Health Safety Environment and Fire Procedures:

Knows the Company’s Health, Safety, Environment and Fire policy, procedures, regulations and objectives as they relate to his areas of responsibility and ensures that they are effectively implemented by Company Ruwais Construction Mechanical Engineering staff and contractors.
Briefs all project personnel including contractors on HSEF matters and ensures that personnel are equipped with the proper safety gear at duty time and are well trained as auxiliary fire fighters.
Conducts regular HSEF audits of contractor site activities.

Mentors Section Developees, in accordance with the company’s Emiratisation policy.
Keeps abreast of advances in relevant technology and practices through discussions with consultants, technical publications and self-development and shares knowledge with other Construction Mechanical Engineers.

Basic Function:

Leads the Electrical Engineering team within the Projects Execution Section in providing expert technical support to the Mechanical, Civil and Electrical Engineers, to ensure that electrical equipment of plant and new projects are operated and maintained in line with Company standards.

Work Performed:

Pre-execution Planning:

Develops equipment lists, material requisitions, purchase specifications and other documents related to the project execution. 
Receives and reviews project and electrical plans from the Engineering Development Section. 
Coordinates and meets with the Senior Development Engineer and/or Senior Projects Engineer for clarification and discussion.
Liaises with Senior Construction Mechanical and Civil Engineers.
Reviews and comments on task risk/opportunity assessment and method statements submitted by the contractors.
Attends Site Acceptance Tests (SAT) and Factory Acceptance Tests (FAT) and certifies contractor’s equipment.

Electrical Engineering Practice:

Allocates tasks to the Electrical Engineer and offers advice and mentoring.
Assesses project deviations and submits technical deviation requirements to the Engineering Development Section for their approval.
Submits commercial variations for final approval by top management.
Directs and coordinates installation and operational testing.
Ensures works are completed in accordance with an approved budget.

Contract Management:

Reviews and audits contractors’ electrical plans and methodology.
Gives site instructions to contractors and ensures their performance is monitored.
Conducts regular meetings with contractors to discuss schedule and mobilisation of appropriate resources.
Meets weekly with contractors to review proposals, variation orders and to give advice if necessary.
Carries out audits on contractors in accordance with the agreement.
Reviews and certifies modifications submitted by contractors and submits to the Engineering Development Section to update the company documentation.
Coordinates with contractors to submit all QA/QC reports.
Constantly reviews approved project plans to ensure that contractors are allocating sufficient manpower and resources.
Reviews and comments on risk assessments and method statements submitted by the contractor.
Endorses work-completion documents for invoicing purposes to pay contractors at different stages.
Controls Construction Electrical Engineering costs in accordance with the approved project plan budget.

Project Close-out:

Undertakes completion commissioning and hand over.
Prepares project close out reports upon completion of projects and submits to the Engineering Development Section for record purposes.
Develops project completion reports including operation and maintenance manuals and SPIRs (Spare Parts Interchange Ability Record).
Ensures complete drawings have been fully uploaded into MAXIMO once projects have been accepted and commissioned.

Reporting:

Ensures the Projects Execution Section Head is fully aware of performance indices and issues regarding all aspects of the Construction Electrical Engineering brief through verbal and written reports, including progress, variations and expenditure, and completion forecasts.

Health Safety, Environment and Fire Procedures:

Knows the Company’s Health, Safety, Environment and Fire Policy, Procedures, Regulations and Objectives as they relate to his areas of responsibility; ensures that they are effectively implemented by Construction Electrical Engineering staff and contractors.
Briefs all project personnel including contractors on HSEF matters and ensures that they are equipped with the proper safety gear at duty time and are well trained as auxiliary fire fighters.

Ensures implementation and utilisation of MAXIMO, reviews plant additions from reliability and maintainability aspect, and assumes quality assurance role for major tasks or tasks where there are concerns over standards in coordination with Area Engineer. 
Ensures optimisation of maintenance strategies, analysis of all critical static equipment failures and recommendation for corrective measures. 
Supports major expansion project by reviewing design basis and scope prior to detailed engineering. 
Develops strategies to update/replace equipment and systems that are obsolete and old. Conducts HSE audits and evaluates systems and procedures from HSE perspective.

Work Performed:

Plant Reliability of Static Equipment:

Carries out various technical activities related to plant reliability of static equipment which includes reviewing plant additions from reliability and maintainability aspect, analysing all critical equipment failures and recommending corrective measures, and developing and implementing hi-tech maintenance programs including participation in reliability improvement programs to solve specific reliability problems. 

Monitoring of Equipment:

Establishes and develops equipment monitoring programs on major items of static quipment as well as site guidance in making equipment performance observations i.e. analysing frequent failures, critical equipment failures etc.; diagnoses the causes and advises on remedial measures to be taken. 

Introducing State of the Art Technologies:

Keeps abreast on new technologies and techniques regarding condition monitoring and diagnostics through contacts with equipment manufacturers; includes recommending appropriate applications, such as thermography etc. Also assists in the design review of plant modifications and capital projects. 

Preventive Maintenance:

Assists in the preparation of predictive, preventive, modification and major shutdown maintenance programmes for all static equipment in RR, including implementation of an internal QA/QC procedures for preventive maintenance works to ensure that preventive maintenance routines are carried out correctly and that necessary remedial actions are followed up. 

Major Overhaul:

Follows up on major maintenance work related to static equipment, and keeps abreast of conditions and type of repair needed, i.e. replacement, modifications, refurbishment. Reviews requirements for unit shutdown or plant turnaround materials and reports shortages to stores personnel; if not available raises purchase requisitions including carrying out technical evaluation of bids as well as inspecting materials upon arrival to ensure conformity to specifications. 

Trouble Shooting:

Provides advice on actions to be taken related to complex problems; includes advising section head/ engineer/ supervisor on trouble shooting of important / chronic failures and giving repair and test procedures. 

Budget:

Participates in preparation of budget estimates for capital and operating requirements. 

Records:

Audits maintenance records on all vital and essential equipment and database for stationary equipment maintenance management system. 

Five-Year Plan:

Identifies major contracts and procurement items for next five years. Distributes the same in five year business plan as per requirement/procedure. 

HSE:

Participates in and coordinates DAA, HSE and TQM activities. Conducts HSE internal audits. 

Training:

Assists in preparing training programs for UAE National employees undergoing on-the-job training by identifying specific training needs. Provides essential training and guidance to trainees, developees and other subordinates with a clear objective of career development. 

Miscellaneous:

Performs other similar or related activities as assigned.

Minimum Requirements:

B.Sc. in Mechanical Engineering. 
9 years’ experience in the installation, maintenance and repair of a wide range of static equipment and systems in an oil/gas or petrochemical industry. 
Familiarity with CMMMS (Maximo preferred). 
Familiarity with Reliability Centered Maintenance (RCM) techniques. 
Good spoken and written English. 
Knowledge of Arabic language is preferable.
Analytical and precise communication skills.
