Senior Construction Civil Engineer
Location: Ruwais, UAE
Basic Function:
• Leads the Civil Engineering team within the Projects Execution Section to implement new projects involving construction work at Company.
Work Performed:
Planning:
• Reviews contractor’s equipment lists, material requisitions, manpower, purchase specifications and other documents related to project execution and ensures timely approval.
• Receives project plans from the contractor to ensure proper review in coordination with relevant department Engineers.
Civil Engineering Practice:
• Allocates civil works to the civil engineering construction team. Negotiates with the successful bidder to discuss schedule mobilisation of appropriate resources.
• Undertakes completion commissioning and handover to end users.
• Undertakes risks and opportunity assessment of all works undertaken.
• Mentors and coordinates civil engineers to represent the company on construction sites during works carried out by contractors.
• Reviews and advises acceptability and effectiveness of contractors’ construction equipment and personnel to meet contract requirements.
• Ensures design documents reflect site conditions.
• Negotiates civil contractors’ proposals, variation orders and claims.
• Reviews all civil construction drawings to reflect final as-built conditions.
• Reviews construction work variations and advises the Project Execution Section Head.
• Reviews contractors’ construction work methodology, sequence and plans and overviews the interface with other disciplines in the project.
• Coordinates with site management on all necessary work permits and site safety training requirements.
• Oversees required inspection and testing of project related civil equipment and pre-fabricated elements at site before installation.
• Ensures timely responses to clarifications on drawings and specifications sought by the contractor.
• Liaises closely with the Engineering Development Section to ensure design intent on civil matters is understood.
• Reviews reports submitted by construction civil engineers regarding acceptability and effectiveness of contractors and reports to Projects Execution Section Head.
• Ensures timely approval of materials in accordance with project specification and requirements.
• Certifies invoices based on site work progress.
Monitoring of Contractors:
• Ensures there is monitoring of progress and quality control during execution of contracts and that contractors are performing to the agreed programme and budget.
• Carries out audits on contractors in accordance with the Partnering Evaluation Programme (PEP).
• Reports to Projects Execution Section Head on all construction works and forecast completions.
• Provides regular progress versus programme reports to the Projects Execution Section Head.
• Reviews and verifies contractor’s invoices, checks deliverables against invoices and plans, and reviews close out reports.
Construction Civil Engineering Budget and Cost Control:
• Assists in the preparation of the annual budget for Construction Civil Engineering works as part of the Projects Execution Section budget.
• Controls Construction Civil Engineering costs in accordance with the budget set in the approved project plan.
Project Close Out:
• Reviews and endorses project close out reports from contractors on completion of projects.
• Undertakes completion commissioning and handover to end users.
• Undertakes risks and opportunity assessments.
Health Safety Environment and Fire Procedures:
• Knows the Company’s Health, Safety and Environment Policy, Procedures, Regulations and Objectives as they relate to his areas of responsibility and ensures they are effectively implemented by Construction Civil Engineering staff and contractors.
• Briefs all project personnel including contractors on HSE matters and ensures that personnel are equipped with the proper safety gear at duty time and are well trained as auxiliary fire fighters.
Staff Development:
• Mentors Section Developees, in accordance with the company’s Emiratisation policy.
• Keeps abreast of advances in relevant technology and practices through discussions with consultants, technical publications and self-development and shares knowledge with other Construction Civil Engineers.
Miscellaneous:
• Performs other similar or related activities as assigned by Projects Execution Section Head.
Minimum Requirements:
• BSc. in Civil Engineering.
• Minimum nine years post graduate experience, preferably in the Oil and Gas Industry.
• Ability to engage in technical discussion and conduct meetings with engineers and contractors.
• Have excellent communication and interpersonal skills.
• Able to identify impacts on programme and costs associated with changes, and to manage the same.
• Familiar with international construction industry standards and protocols.
• Familiar with industrial infrastructure and other civil works.
• Working knowledge of structural design and execution.
• Knowledge of material testing for quality control.
• Knowledge of construction in the Oil and Gas Industry.
• Be well versed in relevant software packages.
• Proficient in verbal and written English.
