Project Consultant (Project)
Location: Abu Dhabi, UAE
Basic Function:
• The Project Engineer - shall prepare bidding documents, evaluate bids, carryout clarifications, conduct meetings, review engineering/ designs, drawings, etc., The Engineer - Project shall assist in managing and coordinating project related matters in a safe, efficient and economical manner, ensuring uninterrupted operations. To Review the submitted documents by the contractors in relation to the company facility and explain to the interfacing department to receive their feedback. Perform administration support such as establishing of contract documents etc., as well as functioning as a liaison for Departments within Company and outside organizations.
Work Performed:
• Prepare bidding documents, participate in tender evaluations, Kick off meetings, and clarify issues pertaining to tendering process with Contractors.
• Review of Isometric, General Assembly, P&ID Drawings.
• Plan work with Assistant Project Leader, analyze priority of activities and ensure timely completion of tasks as per defined procedures & standards.
• Analyze / carry out risk assessments of all work orders and prepare Permit to Work (PTW) in order to ensure effective risk mitigation and completion of tasks as per Company - Quality/HSE procedures.
• Manage, monitor and interpret the contract and design documents.
• Monitor and review progress of each on-going jobs related to mechanical engineering discipline (but not limited to), schedules, daily/weekly/monthly plans and liaise with foremen, contractor staff and other relevant authorities providing support and advice in the proper project execution within the set procedures, specifications and allocated budget.
• Select material, prepare BOQs and monitor the quality of material equipment and technical skills deployed by contractors.
• Carry out compressor alignment with the vendor.
• Carryout phased acceptance of completed work in line with relevant quality standards.
• Carry out field testing and commissioning work.
• Conduct “painting inspection” and piping Inspections (Including the physical check/Tallying the documentation with API/ASTM standard conformities)
• Conduct regular project review meetings with Contractors to discuss and resolve any technical issues as and when required to ensure completion of contracts in a safe and professional manner.
• Day to day management of the site, including supervising and monitoring construction/installation work while resolving any unexpected technical difficulties and problem may arise.
Minimum Requirements:
• B.S. or equivalent degree in Engineering (Mechanical or Process preferred) from an accredited University.
• A minimum of 10-15 years relevant work experience at senior level.
• Good knowledge/experience on local and international legislation related to Fire prevention and protection, including NFPA, BS, Shell, API, JIS Standards.
• An advanced degree in Business Administration or Engineering Management is desirable.
• Good Knowledge and experience on contracting process to ensure timely and efficient acquiring of outsourced services to achieve the Company EPC requirements (SPC tendering process).
• More than 5 years experience of engineering management.
• More than 3 times experience of major EPC organization.
• Experience of Offshore construction.
• Experience of Project Management Consultancy organization.
• Transportation management.
• Experience of correspondence of CICPA.
• Knowledge of ADNOC CoP.
