Senior Crisis Management & Business Continuity Specialist
Location: Abu Dhabi, UAE
Basic Function:
• The Senior Specialist - Crisis Management & Business Continuity is a key role within the corporate HSEF Division, reporting directly to the Head - Crisis Management & Business Continuity.
• The position has a supportive role in the development, delivery, maintenance, assurance and improvement of the Crisis & Emergency Response and Business Continuity Plan of the Company HQ / Fields (Assets).
• The position will be responsible for ensuring the state of emergency preparedness within the Company.
Strategic Contribution:
• Assist in developing, implementing, coordinating, and administering Crisis Management Plans and Business Continuity for the Company, in accordance with the HSEMS, Company Code of Practices, and Company requirements.
• Play the lead role in developing long term strategy objectives and key performance indicators for areas related to Crisis Management and Business Continuity.
• Participate in developing and reviewing drill plans to address different crisis and business continuity scenarios.
• Review drill reports including Lesson Learned and follow up on recommendations as applicable.
• Participate in periodic reviews of Head Quarter and Facilities Emergency preparedness in order to determine their operational and functional capabilities in emergency situations.
• Facilitating the development of the Business Continuity Plan for each Business Unit, covering all assets necessary for recovery.
Policies, Systems and Procedures:
• Ensure all emergency procedures are compliant with risk analysis studies, safety cases, audit recommendations, feedback from exercises, drills and industry norms.
• Assist in compiling, updating Emergency Response procedures and maintaining a document control system on all company emergency response related procedure.
• Assist in developing, reviewing and evaluating Business Continuity Plans and procedures for implementation.
Planning of Activities:
• Design and administer Emergency Preparedness Training Courses for effective planning and management to major emergencies and crisis.
• Responsible to develop, manage and supervise training and development needs of employees, to meet the departmental objectives, and to develop staff capabilities and update them on latest methodologies and technologies.
• On - going monitoring of the effectiveness of the emergency plans, procedures and standards, and identity opportunities for improvement.
• Monitor the compliance of the Company Emergency Management System with the Company codes of practice, Company HSESD requirements and with all relevant legislation and statutory requirements, including all laws, rules and regulation (as amended from time to time) of the governments of the Emirates of Abu Dhabi and the U.A.E.
• Collate and organize information that may be required during an emergency to ensure its availability if requires during an exercise or actual incident.
• Facilitate and participate in Emergency Preparedness Audits of Head Quarter, Facilities and Contractor Worksites.
• Manage the upkeep and upgrading of the Emergency Control Centre Facilities including all Communication Equipment, Computers, Emergency Response System, Reference Materials, etc. to ensure that all the Facilities are in good working condition at all times.
• Maintain and update all resource materials associated with Emergency Preparedness Plans.
• Use of “Emergency Modelling and Simulation Tools” software.
• Provide assurance to the Business Continuity Plan preparedness is tested, audited and reviewed.
• Develop mitigation strategies and creates scenarios to re - establish operations in the event of business interruptions.
• Analyse impact on and risk to essential business functions or information systems to identify acceptable recovery time periods and resource requirements.
• Monitor participation in business continuity exercising of plans and provide assistance to facilities in matters related to the plans.
• Identify business critical equipment in the Business Continuity Plans and audits the availability of business critical equipment, as identified through monthly statistics and feedback.
• Provide expertise and support to Emergency Managers, as requested, during the business disruption.
• Establish and maintain appropriate communication during disaster.
• Research and prepare reports to provide management assurance.
• Reviews and evaluates risk assessment, business impact analysis plans and planning proposals.
• Recommend recovery strategies and options, and assist with the implementation of recovery solutions.
• Develop schedules for training / awareness for business continuity responsible parties.
• Coordinate development of schedules for Business Continuity documentation maintenance and update, exercises, and independent review and validation.
• Participate in Business Impact Assessments (BIA) of the Business Units.
• Understanding the potential impact of relevant laws, industry regulations and government code, as well as the types of audits the organization related to crisis management and business continuity.
• Collaborate with Audit and other Departments to maintain currency of information and adhere to compliance requirement.
Communication and Relationship Management:
• Represent Company regarding Emergency Response issues within the OPCOs.
• Develop and maintain liaisons with Government Authorities, mutual aid members, and similar entities in order to facilitate response effort coordination, and exchanges of personnel and resources.
Continuous Improvement:
• Identify opportunities for strategic improvement in crisis management handling or mitigation of business interruption and other risks caused by business, regulatory, or industry - specific change initiatives.
• Keep abreast with the latest technology and management techniques and review its applications / implications to Company's operation and advise (implement) changes requires from time to time.
• Attend professional meetings, read literature, and participate in training or other educational offerings to keep updated on new developments and technologies related to Crisis Management and Business Continuity.
• Familiar with National and International Emergency Response Standards, Code of Practices - National Fire Protection Association (NFPA) and other International Standard Code of Practices on Emergency Response and business continuity.
Budget & Plans:
• Assist in the annual budget planning process for the Emergency Preparedness and Disaster Management and track expenditures as required.
• Assist in creating and Planning Business Continuity and Disaster Recovery Budgets.
Minimum Requirements:
• B.Sc. in Disaster Management, Chemical Engineering, Fire & Safety Engineering or Equivalent with Accredited Certification in Emergency Response.
• A minimum of 6 years’ experience on a Refinery Emergency Response Team or the equivalent.
• Excellent verbal, written and presentation skills.
• Knowledgeable of how to work within and implement an Incident Command System.
• Knowledge and understanding of the Disaster Recovery Planning techniques and technologies.
• Knowledge and understanding of business continuity ISO 22301.
• CBCP( Certified Business Continuity Professional) / BCI Certification preferred.
• Knowledge on Emergency Response Software like emergency modelling and simulation.
• Computer Software knowledge and experience.
• UAE Driving License is an advantage.
