Senior Project Engineer
Location: Ruwais, UAE
Basic Function:
• Leads the Project Engineering team in the management and coordination of contract administration and provides management and monitoring initiatives to ensure projects and service targets are achieved efficiently and to optimum standards.
Work Performed:
Pre-planning:
• Develops contract documents and processes.
• Works closely with the Senior Development Engineer in developing project plans.
• Defines minor projects and plant changes for the Refinery.
• Produces feasibility and concept studies for Front End Engineering Design (FEED).
• Coordinates and develops engineering project technical documentation.
• Participates in the prequalification of bidders and recommends bidders to be awarded the project.
Project Planning and Implementation:
• Develops and implements engineering plans and quality assurance procedures.
• Applies improvement initiatives and learning across projects as part of the continuous drive for optimum and safe performance.
• Ensures work is captured as part of the integrated activity planning for the Integrity and Engineering Department.
• Undertakes contract administration and discusses construction procedures with engineering consultants and contractors to advise on Company’s policies and procedures.
• Provides technical guidance to project engineers during the development stage of modifications and projects.
• Ensures the safe and quality delivery of projects in the areas of responsibility; including design and specifications, contracts and planning.
• Prepares and monitors all required interfaces with other projects, other operating companies’ contractors, consultants and third parties.
• Ensures application of a Project Delivery Roadmap for projects, including project scope definition, cost estimate, project execution plan, and schedule.
• Ensures work is captured as part of the integrated activity planning for the Integrity and Engineering Department.
Reporting:
• Assists the Engineering Development Section Head in preparing a monthly and annual Management Information System report including an expenditure profile.
• Prepares other presentations and reports as required.
Health, Safety, Environment and Fire:
• Knows the Company’s Health, Safety, Environment and Fire policy, procedures, regulations and objectives as they relate to project development areas of responsibility.
• Provides HSE leadership to ensure hazards are identified and adequate mitigations are being applied.
• Takes responsibility for project HSE plans and for participation in incident investigations.
Staff Development:
• Supports development programmes to train, motivate and retain subordinates.
• Advises and mentors Project Electrical Engineer, Project Control Engineer and Project Mechanical Engineers for continuous development.
• Promotes the company’s Emiratisation policy.
Miscellaneous:
• Performs other similar or related activities as assigned by the Ruwais Maintenance Division Vice President.
Minimum Requirements:
• B.Sc. in Mechanical Engineering.
• Minimum 9 years experience including five years in a senior supervisory position.
• Knowledge of the Oil and Gas Industry.
• Familiar with engineering processes of different disciplines and sequencing of work flows.
• Proficient in establishing budgets, schedules and contracts.
• Able to manage and coordinate multiple engineering activities with reference to the sequence of commissioning and the related requirements and to perform material handling and constructability reviews.
• Broad knowledge of engineering disciplines.
• Excellent communication and interpersonal skills.
• Ability to engage in technical discussions and conduct meetings with relevant engineers.

• Familiar with pipeline and infrastructure projects.
• Be well versed in relevant software packages e.g. CAD/ EXCEL/ MS Project
• Proficient in verbal and written English.
