Senior Construction Mechanical Engineer
Location: Ruwais, UAE
Basic Function:
• Leads the Mechanical Engineering team within the Projects Execution Section in project management, interdisciplinary coordination and project execution within approved cost and time frames, taking into account the impact on running facilities and personnel.
• Ensures mechanical equipment and systems and new projects are constructed, installed, tested and commissioned in line with best practices and standards, project specifications and the highest HSE and quality standards.
Work Performed:
Planning:
• Reviews and coordinates equipment lists, material requisitions, purchase specifications and other documents related to project execution.
• Reviews project plans and mechanical packages in coordination with the Senior Development Engineer and/or Senior Projects Engineer.
• Undertakes constructability studies including the review of construction plans and resource mobilisation plans.
• Provides technical mechanical assistance to the Engineering Development Section during the technical evaluation of bids.
• Coordinates the implementation of works with contractors.
Mechanical Engineering Practice:
• Directs and coordinates installation and operational testing to ensure systems conform to mechanical engineering design, applicable codes, regulations, and laws, project specifications and contract requirements.
• Develops and optimises Original Equipment Manufacturing (OEM) specifications and maintains relationships and manages contracts with equipment vendors.
• Allocates tasks to the mechanical engineers and offers advice and mentoring.
• Is familiar with and implements the company mechanical design specifications and standard project execution procedures and applicable international codes and standards.
• Undertakes risks and opportunity assessments of all works undertaken.
• Liaises closely with the Engineering Development Section to ensure design intent on mechanical matters is understood.
• Reviews mechanical work variations and advises the Projects Execution Section Head and Senior Development Engineer of modifications to the design or schedule.
• Conducts site engineering studies to determine the feasibility of introducing modifications and incorporates the same to increase the reliability and efficiency of current plant and infrastructure.
Mechanical Engineering Contract Management:
• Reviews mechanical contractors’ proposals, variation orders and claims and coordinates with the Engineering Development Section to confirm design intent.
• Coordinates specialist contractor support and arranges specialist services.
• Coordinates heavy lifts and rigging requirements.
• Coordinates with contractors to submit QA/QC and HSE reports, as per the project approved quality and HSE plans and inspection test plans.
• Coordinates third party inspection agency services for the project, and reviews their scope.
• Reviews contractors’ mechanical work methodology, sequence and plans, including Task Risk Assessments (TRAs) and ensures supervision of contractor activities.
• Coordinates critical work permits from management for contractor site activities such as night works, radiography, road closures and heavy rigging.
• Ensures timely responses to clarifications on design and specifications sought by the contractor.
• Reviews and files project close out reports and asset registers and undertakes completion commissioning and hand over.
• Prepares and maintains project specific contractor performance evaluations.
• Coordinates the preparation of Spare Parts Interchange Ability Record (SPIR) documents by contractors and coordinates all other spare part requirements of the contractor.
• Provides interdisciplinary coordination during the project execution phase, with Discipline Engineers within the Section and also from other departments.
Monitoring of Contractors:
• Ensures there is monitoring of progress and quality control during execution of contracts and that contractors are performing to the agreed programme and budget.
• Carries out audits on contractors in accordance with the Partnering Evaluation Programme (PEP).
• Reports to the Projects Execution Section Head on all construction works and forecast completions.
• Provides regular progress versus programme reports to the Projects Execution Section Head.
Construction Mechanical Engineering Budget and Cost Control:
• Assists in the preparation of the monthly/annual budget for Construction Mechanical Engineering works as part of the Projects Execution Section budget.
• Controls Construction Mechanical Engineering costs in accordance with the budget.
Reports:
• Assists the Projects Execution Section Head in preparing a comprehensive monthly and annual Management Information System report covering all the major activities of the mechanical component of the Section, including an expenditure profile.
Health Safety Environment and Fire Procedures:
• Knows the Company’s Health, Safety, Environment and Fire policy, procedures, regulations and objectives as they relate to his areas of responsibility and ensures that they are effectively implemented by Company Ruwais Construction Mechanical Engineering staff and contractors.
• Briefs all project personnel including contractors on HSEF matters and ensures that personnel are equipped with the proper safety gear at duty time and are well trained as auxiliary fire fighters.
• Conducts regular HSEF audits of contractor site activities.
Staff Development:
• Mentors Section Developees, in accordance with the company’s Emiratisation policy.
• Keeps abreast of advances in relevant technology and practices through discussions with consultants, technical publications and self-development and shares knowledge with other Construction Mechanical Engineers.
Miscellaneous:
• Performs other similar or related activities as assigned by the Projects Execution Section Head.
Minimum Requirements:
• Bachelor’s Degree in Mechanical Engineering.
• Minimum 9 years experience, preferably in the Oil and Gas Industry.
• Knowledge of all aspects of mechanical engineering, construction cost estimation, schedules and safety.
• Current knowledge of organisational practices.
• Knowledge of the National Mechanical Code and international industry standards and protocols.
• Experience with Microsoft Office applications and a familiarity with hydrocarbon processing.
• Able to engage in technical discussions and run meetings with engineers and contractors.
• Able to identify impacts on programme and costs associated with changes, and to manage these.
• Excellent communication and interpersonal skills.
• Knowledge of the Oil and Gas Industry.
• Proficient in verbal and written English.
