Senior Marine Specialist
Location: Abu Dhabi, UAE

Basic Function:

Coordinate marine support of vessels and barges operating in all offshore sites including the performance of Safety Stand-by Rescue coverage units to meet Company and Company field requirements to cope with emergency situations for saving life and safety protection of company offshore installations. 

Work Performed:

Coordinates and supervises all marine related operations and maintains optimum utilization, reliable and satisfactory performance of vessels and barges to ensure the levels of marine support provided meets with Business Units service requirements.
Provides operational support to all offshore projects requiring approval for utilization of marine units and movements within Company controlled areas and ensures that all marine operations are safely conducted in accordance with OPCO Standards and approved procedures.
Coordinate all marine offshore emergencies for firefighting, anti-pollution, search and rescue operations in all business areas.
Liaises and maintains communications with Coast Guards, Offshore Oilfields Security department, OPCOs, ADESCO, MENAS and other relevant governmental departments regarding marine operations, emergencies, field intrusion and danger to navigation within Company areas and raise Notice to mariners as and when necessary.
Co-ordinates the services of SRVs and ensures marine vessels, barges and rigs positions and movements in Company Fields are relayed and coordinated through M.C. Control and that Company Radio Room and M.C. Control are informed and kept up-to-date of any planned marine movements in Company offshore areas.
Coordinates the services of the Multi-purpose Anchor Handling Vessel and support Anchor Handling and Maintenance Programs of mooring and navigation aids in Company offshore areas including onshore support for repairs and / or replacement of equipment.
Assists Team Leader in the preparation of related marine budget and business plan.
Conduct interviews and assessments of marine crew, certifications, training and leave rotation control.
Participate in the proper management of marine vessels contracts and the implementation of Marine Vessels Replacement Strategy including participation and evaluation of technical specifications of new chartered vessels and / or new constructions.
Maintain close contact with Company to co-ordinate any joint marine operation duties and participate in the joint project risk assessment and mobilization meetings to ensure safety of Company installations.
Assist in the inspection of marine vessels for compliance with contract requirements and conduct on-hire surveys and prepare for marine entry permits of the approved vessels to secure company interest and optimize cost.
Carries out on-call function outside office hours and participates as Emergency Duty Officer for marine and stands-in for the Team Leader during his absence.
Contributes in the protection of marine environment and supports full implementation of HSE Management System throughout marine operations in all Company fields.
Ensures that marine charts, oilfields network plans, marine related drawings and documentation of all marine units are kept updated and in line with company requirement.
Regular offshore visits for inspection and follow-up on marine vessels operation in Company Fields. 
Monitor Supply Vessels Program and assist in optimizing its utilization for best serving of Company Sites.
Monitors offshore weather condition forecasts and ensures it is forwarded to all marine vessels operating for Company especially during marginal weather conditions.
Controls vessels consumptions of Company supplied materials and maintain records of ships off-hire periods and port calls for contractual handling by FINCTO.
Ensure periodical drills and safety meetings are carried out onboard SRVs and marine vessels including pollution control, search & rescue and evaluate all vessel reports including incidents, near-miss reports and contractors HSE reports for lessons learned and raising HSE awareness on board vessels.
Assist in developing technical specs and SOW for ITT of required marine vessels and barges review of documents of vessels and the project procedures to verify and confirm marine technical acceptance to respective departments.
Plan the scope of work and follow-up for routine maintenance and major repairs & replacement of navigational aids, mooring deadweights and buoyage systems to ensure its integrity and serviceability in all Company fields.
Guide, direct and motivate subordinate team of marine operation and Company marine representative’s onboard offshore vessels to work to their best potential and ensure awareness and compliance with HSE Rules.
Ensure target skills and competencies of UAE National developees and integrated personnel in marine are timely achieved.
Assist in Standards & Projects duties and act as reliever for offshore mariners in case of emergency or otherwise required by the Team Leader.
Assist in achieving performance targets through providing initiatives for continuous improvement.
Incumbent should be available for cross posting to another marine position onshore or offshore if and when required.

Minimum Requirements:

Master Mariner Certificate of Competency (foreign-going) or Degree related to Oceaneering or Nautical Science. 
7-8 years of post-qualification experience in the marine industry, of which at least 3-4 years as Master in foreign-going tankers and 3-4 years in offshore marine operations.  Alternatively, around 10 years in port operations connected with Oil / Gas Industry. 
Organizing and coordination skills with proficiency in English language. Communication and People Management skills. 
Ability to remain abreast with developments in standards and marine related activities.
