Senior HSE Engineer (Drilling)
Location: Abu Dhabi, UAE
Basic Function:
• Plans, supervises and Optimizes the technical evaluation of the standards and non-standard equipment and follows up the completion of the Division’s role in the procurement process of Drilling, workover and completion equipment / materials.
• Initiates, coordinates and supervises studies on Drilling and completion Technology, equipment and tolls.
• Advises on upgrading / improvement of equipment, techniques and procedures in order to improve safety, efficiency and cost effectiveness of equipment and completion operations.
Work Performed:
• Participates in the evaluation, selection and acceptance of service contractors’ process. Supervises and coordinates the activities of Mussafah Drilling Tool Services Base to ensure timely and quality delivery of rig requirements. Directs, supervises and controls the activities of assigned personnel in the technical Department. Performs supervisor function and exercises financial authority at the level established by management for the position.
• Supervises the activities of equipment engineers involved in drilling, completion, testing and Wireline equipment activities. Follows upon well completion operations and proposes appropriate solutions to problems and / or recommendations to improve techniques / efficiency. Supervises and assists in the review of current completion practices, tubular designs, down hole equipment and recommends solutions to immediate problems.
• Administers and follow up the execution of service contracts related to the provision of Drilling equipment. Includes reviewing equipment specifications, supervising equipment engineers in preparing / processing requisitions for equipment ordering through commercial division.
• Monitors stocks at hand and coordinates with commercial division to ensure availability, timely and efficient completion of the procurement process and highlights the areas of the bottle necks which affects rig operations. Ensure equipment compliance with industry standards and Company inspection requirements.
• Critically reviews and evaluates equipment proposals received from vendors and recommends testing / trials for hire / purchase of drilling equipment and services. Includes directing and participating in technical reviews and evaluations, conducting feasibility studies covering compatibility, cost and efficiency of new Drilling, testing, completion and workover equipment / materials.
• Discusses details of equipment design and operation with vendors’ representatives and evaluates features / procedures with respect to equipment in use. Liases with Drilling Operations and where necessary with Assets / RTD/ Company regarding feasibility and arrange appropriate trials.
• Evaluates the capabilities / competence of suppliers and contractors involved in the provision of the services to the Drilling division. Directs the Services team participation in all activities related to the procurement of Drilling equipment and services.
• Includes preparation of equipment specifications, scope of work, tender documents, evaluation of bids and recommendation of contracts award to technically acceptable bidders in conjuction with commercial division.
• Checks the safety in equipment design and specifications is ensured and QA/ QC procedures are implemented. Ensures that equipment is fit for purpose and follows up with materials Engineers in Integrity Division to ensure that approved specifications are adhered to and required laboratory tests and QA/QC inspections are carried out at the manufacturing stage, as required.
• Monitors the changes in the Drilling / work over schedule and determine necessary action for the provision of equipment and updating the materials forecast. Includes reviewing rig schedule on monthly basis and recommends new schedule in light of materials/equipment availability. Supervises the equipment forecast and processes to Commercial Division for stocking purposes.
• Follows up and coordinates the studies related to recurring Drilling (as assigned) and completion problems to ensure reaching solutions from the industry resources and dissipates the information to the Drilling staff.
• Supervises and directs the evaluation of new trials and analysis of failure and provides appropriate recommendations. Includes contacting industry sources, shareholders and research centres etc.
• Supervises and coordinates the activities of Mussafah Drilling Tool Services base in support of all Drilling and work over operations. Includes controlling and monitoring equipment in transit, movement between rigs, wellhead testing and maintenance, Drills bit movements and disposal, inspection of recovered tubing and X-mass trees. Ensures timely and high level of logistical Support to Drilling and work over operations throughout offshore rigs / all fields.
• Defines and reviews scopes of various ongoing or proposed activities in conjuction with concerned Team Leaders / DROS/L’s /DRES/L’s to establish basis for economic evaluation and to ensure activities are streamlined, resources are Optimized and all pertinent issues are addressed. Includes issues such as Professional Ladder, business improvement process e.g. measurement, reporting performance and customer satisfaction surveys.
• Coordinates with other divisions on well quality and problematic wells (Assets), business plan, rig schedules and well engineering Forum (CPD), corrosion (ID) as well as other multi-disciplinary events, workshops and forums. Represents DD in such events and prepares feedback and impart acquired knowledge and information to concerned parties within the Division.
• Participates and loads the development review and maintenance of divisional policies, procedures and standards and prepares appropriate recommendations for improvement. Develops area wide improvement plans and promote their acceptance and implementations.
• Monitors are report on performance enhancement programs and renders necessary advise as required. Develops and participates in the Division’s performance indicators and associated scorecards and directs the preparation of related reports and analyses. Keeps abreast of related development within the Drilling industry.
• Includes attending the conferences, seminars, professional society meetings to identify new development of interest to the company. Prepares reports / papers on such functions and circulates to colleagues and subordinates. Knows the company Health, Safety and Environment policy, procedures, regulations and objective as they relate to his area of responsibility and ensures that they are effectively implemented in his domain.
• Works in line with HSE policy, and ensure awareness and compliance of HSE rules and regulations by subordinates.
Minimum Requirements:
• Bachelor Degree in relevant Engineering discipline or equivalent.
• 5 – 6 Years of Experience in HSE activities, related to Oil and Gas Industry with Offshore Drilling and production of experience.
• Very good Knowledge in English.
