Marine Logistics Team Leader
Location: Abu Dhabi, UAE

Basic Function:

Provide critical integrated marine support for the smooth working of all Upper Zakum drilling  operations and projects (Islands Construction, Early Civil Works, AUP camp construction, EPC-1 and EPC-2).  
Ensure priority is given to HSE compliance, adequate and quick response to emergency and rescue situations at sea. 
Plan Prioritize and direct all projects Marine Operation activities between Abu Dhabi Offshore sites and artificial Islands.  
Management and control of Artificial Islands Harbors.

Work Performed:

Lead and control all activities related to Marine Operations.
Plan and manage all marine project activities in coordination with relevant parties and ensure these activities are conducted as per Company’s standing instructions, good seamanship and approved procedures
Focal point communicator for all key aspects in Marine for projects, drilling and marine team.
Monitor all projects vessels (Anchor handling , towing, multipurpose, pipe laying barge, crane barge, accommodation barge and passenger related) to ensure compliance with marine procedures to deliver satisfactory and reliable performance.
Manage and control artificial Islands Harbor, prepare berthing plans, pilotage support, maintenance programs to ensure continuous reliability and readiness.
Responsible for issuing of all marine vessels and equipment fields entry permits.
Lead plan and execute Rig Move Operations for the Artificial Islands.
Optimize the usage of contracted fleet and personnel to minimize the financial impact on the company.
Develop and establish Marine standards for projects specific requirement to be compatible with local and international industry bets practice code. Ensure compliance to achieve safety and efficiency of operations.
Review and approve IIT Technical specification and scope of work for all vessels and Marine Spread. Participate and contribute in contracted regulations and Tender Board presentation Process.
Chair Job risk assessment workshops and approve project Marine method statements execution plans.
Lead investigation and analysis of any offshore marine accidents / incidents in liaison with HSE.  Recommend and monitor crew-training, certification and leave rotation control in accordance with Marine Standards.
Lead the response to all Marine Offshore Emergencies for fire-fighting, anti-pollution, search and rescue operations etc., in fields under Company scope and advise on relevant methods and equipment during operations.
Conduct regular field visits and inspections to check the conditions of availability, reliability and maintainability of the operating vessels and their conformity with international and local standard regulation and the regular contractual technical specifications.
Ensure that regular audits are conducted for marine contractors and long-term chartered vessels for policing and maintaining marine standards.
Plans and manages annual budget for Project Marine Department.
Ensure proper plan & control the movement of projects materials to dispatch  and distribute across the work locations.
Control the efficient shipping of waste from the Islands to meet with the HSE policies of the company and International standards. Where necessary modify the procedures to meet new and unforeseen threats caused by hazardous waste. 
Work closely with project managers.
Ensure marine spread suitability to provide effective to job requirements.
Maintain high priority for HSE issues and ensure full implementation and compliance with  HSE regulations by timely inspections of all marine spreads..
Review and approve contractors’ preventive maintenance programmes and dry-docking schedules for vessels under own scope, visit dry-dock during refurbishment of vessels and approve the temporary replacement of vessels during breakdown or dry-docking, so that continuity of operations is maintained
Review and give technical acceptance to jobs performed by contractors.
Ensure continuous communication with the artificial Islands and marine team.
Ensure meteorological information is dispatched regularly to Artificial Islands and vessels.
Establish and maintain effective communications and working relations with all Company operations  projects, Company on joint marine operations projects and governmental authorities such as Coast Guard, Offshore Oilfields Security Department.
Maintain contact with international organizations, Gulf States local regulatory bodies and OPCOs for updating marine standards and best practices.  Participate in international and local forums for discussions and presentations on technical issues relevant to marine technical operations.
Achieve the set targets for continuous improvement of operations to be aligned with corporate objectives.
Guide, Direct, coach, Train and motivate Team members (including trainees) to work to their best potential and perform effectively together as a team.
Plan, monitor and coordinate training and development of UAE National trainees and ensure they are guided and trained effectively.
Work in line with HSE policy and ensure awareness and compliance of HSE rules and regulations by subordinates. 
Ensure effective maintenance and regular updating of  all marine charts, marine related drawings and documents for all vessels.
Develop, establish and implement marine standards (relating to personnel qualifications / material specifications / equipment for use in tanker terminals operations) specific to Company requirements within controlled operating areas for marine vessels.  Monitor compliance of these standards in all marine operations
Develop, implement and review  marine standards for barges / marine spread required for projects and operations.
Ensure timely availability of marine capability for Search & Rescue operations as well as personnel evacuation in case of emergency.
Ensure mandatory usage of Personal Protective Equipment (PPE) measure safety performance and reinforce safe work practices.
Prepare strategy, Business Plan and Business Cases for the services and Projects as required.

Minimum Requirements:

Master Mariner Certificate of Competency (foreign-going) or Technical Degree with proven track record in managing projects and support operations in Oil & Gas Industry.
10 years post-qualification experience in the marine industry, of which at least 5 years as Master in foreign-going tankers and 5 years in offshore marine operations.
Alternatively, adequate management skills in leading Oil & Gas Support Service.
Good planning, organizing and coordination skills.  Communication and influencing skills.
Ability to remain abreast with developments in standards and marine related activities.
