Senior Procurement Officer (Drilling)
Location: Abu Dhabi, UAE
Basic Function:
• To ensure purchasing and supply of goods and materials in terms of quality and costs in conformity with the operational and functional entities’ requests, and accordingly negotiate the commercial terms in line with procurement policy and procedure;
• Implements and complies with the procurement procedure throughout the procurement cycle and ensures consistency;
• To evaluate and measure the performance of the suppliers in coordination with the end-users’ feedback.
Work Performed:
The key responsibilities of this position include:
• Perform procurement activities and manage capital commitments, reviewing and interpreting procurement procedures;
• Propose list of suppliers and involve in the sourcing and selection process of suppliers and to establish and update the supplier database;
• To prepare and send out the dossier of invitation to bid and subsequent action on bid evaluation and preparation of purchase orders;
• Ensure compliance of all contractual matters in line with legal, corporate ethics, regulatory, insurance, finance, tax, QA/QC, material inspection and HSE requirements regarding procurement;
• Review the Annual Commercial Commitment Plan and prepare a Commercial Tendering Cycle/Schedule for meeting the acquisition targets.
• Assist in contingency drawdown analysis for project team management;
• Provide procurement support in training, developing and providing functional supervision to trainees / procurement officers;
• Perform and coordinate all activities related to procurement, beginning with the intent to purchase through delivery of various long lead items and equipment in drilling either as purchase or rental hire;
• Negotiate the optimal cost, considering quality and schedule requirements;
• To analyse the procurement demands expressed by the end-users;
• To determine the commercial conditions, which best serve the company’s interests;
• Study and evaluate claims, Amendments, Renewals and change order requests in accordance with contractual obligations and advise on appropriate measures.
• To finalize the contractual documents according to the Group’s General Conditions of procurement, by ensuring the conformity with the regulations;
• Provide proper close out of all procurement issues.
• Establish and implement proper procurement administration within Drilling in collaboration with Finance and Legal Departments.
• Familiar in MAXIMO or similar procurement system software/database for purchases.
Minimum Requirements:
• A Bachelor degree in Engineering or Master in Business Administration from an accredited university with a minimum ten (10) years of relevant experience in the oil/gas industry;
• Extensive knowledge and experience in tendering and contracts, preparation, and administration of Drilling Materials, LLI and related services.
• Experience on large-scale oil/gas drilling projects, operations and services;
• Demonstrated knowledge of procurement practices and principles, QA/QC, Fast Track purchasing etc. applied by major oil/gas companies for drilling operations;
• Demonstrated ability to lead and coordinate the development, implementation and execution of procurement strategies;
• Experience in managing procurement programs for drilling projects;
• Ability to work within a diverse cultural environment;
• Demonstrated interpersonal/teambuilding skills;
• Strong written and oral communication skills in English.
